Its certainly very big in size and looks similar to windows vista, but when it comes to performance and user experience its not vista! Its certainly the biggest operating system taking up 16Gb on hard disk, but it is as big in worth as it is in size.
Good:
1. Takes less resources than vista.
2. Desktop gadgets integrate smoothly into the desktop. A nice collection of gadgets is available by default.
3. IE8 has tab grouping(color based).
4. File/desktop management is better.
5. Faster boot-up.
6. Can burn ISO file right away by double-clicking on it.
Bad:
1. Internet explorer's download manager is still very old style. Windows 7 may have included an advanced download manager. Even Linux distros have download managers these days and Firefox has a better download manager than the IE8.
2. Still needs at least a gig of RAM to operate smoothly with Aero theme and gadgets.
3. Stripped down the Network and sharing center.
